1 Background
  • Kakching was notified as a small town in 1963 under the Assam Municipal Act, 1923.
  • Township Committee was also constituted to address the local area interest of the people.
  • It came under the Manipur Municipalities Act, 1976 and further under Manipur Municipalities Act, 1994.
  • Kakching Municipal Council (KMC) has 12 wards.
2 Objectives & Overall Goals
  • The task of developing the town needs a focused approach, and it has to be incorporated in the Kakching Urban Area Vision.
  • Vision Document is to be evolved through (a) continuous rounds of discussion with KMC; and (b) a participative process in Consultative Workshops.
  • It has to consider the present status, the strengths and weaknesses of the region and the aspirations of its people.
  • The overall goal is to help the KMC in achieving ‘equitable growth’.
  • Addressing issues of economic growth, poverty alleviation, good governance and universal service delivery through a consultative process.
  • Sectoral investment and reforms at KMC level commensurate with its potential to propagate growth.
3 Prime Strategy Goal
  • Promote focused, balanced and sustainable economic and infrastructure development.
  • Provide for, and build, a natural environment.
  • Provide Basic Services to the Urban Poor.
  • Create a balance between controlled and induced urban development for dispersed urbanization and reduction of congestion.
  • Improve inter-regional accessibility; and intra-regional (inter-ward) accessibility.
  • Provide for, and build, a natural environment.
  • Access adequate funds for meeting investment requirements in infrastructures.
  • Redefining the socio-economic image of the Kakching Urban Area including KMC area.
  • Attain such financial competence and establish a Reserve Fund to be able to maintain municipal assets and public infrastructure; and
  • Ensure a mechanism for maintenance of assets created so as to ensure long term sustainability
4 Stategy Aims
  • The overall goals and visions are integrated into strategic aims of what the region seeks to achieve in the lifespan of the Scheme.
  • These aims also form the right basis for the various identified schemes and programmes.
  • For achieving these aims a series of interventions in the form of schemes and programmes have to be identified.
  • Vision Document is a ‘dynamic document’ and is designed to be responsive to ever-changing requirement of its citizenry.
5 City Investment Plan
  • City Investment Plan (CIP) identifies specific interventions in the form of projects that can be started for implementation over the UIDSSMT period of 7 years.
  • These projects comprise a mix of short, medium and long-term projects.
  • CIP also includes a block estimate of the said projects.
  • Includes institutional and financial mechanism for implementation of the respective projects.

  • Kakching town - 44 Kms from Imphal.
  • Greater Kakching Area - 32.56 SqKm.
  • Municipal Area - 7.2 SqKm.
  • Access - Imphal & other districts .
  • Total population - 30,396 (2006).
  • Projected Population (2031) is 43,839.
